The phone number was real.
The Santa Clause was a well-liked movie but contained a small difference between its theatric and VHS versions. Disney had to deal with a lot of parent complaints, because of a seemingly harmless joke Allen made about a very different kind of phone operator.
The line “1-800-SPANK-ME…I know that number” was said as a snarky remark in an attempt for comedic relief rather than shock value, or so they say. They also had to remove the scene because children were calling the phone number to see if it worked.
